Constitution

Church Council

Purpose:

The Church Council shall be the overall policy and planning body of the Church between full Congregational meetings.

Membership:&nbs= p;

Church council membership shall be composed of the following thirteen individuals: Moderator who shall act as Chair, Clerk, who shall act as recording Secreta= ry, Treasurer, Pastor, a representative from the Diaconate, Trustees, Christian Education Committee, Music committee, Missions, Pastor Parish Relations, Stewardship, Fellowship and the Conference Delegate. A quorum shall be seven members. A representative from each ad hoc committee will have voice without vote in all matters coming before the Council. All staff, active me= mbers and parish friends may attend Church Council meetings and will have voice without vote in all matters coming before the Council.

Duties:

1.&n= bsp; Church Coun= cil shall have power to supervise and coordinate the plans and activities of the committees of the Church in order to implement the purpose of the Church as stated in the Constitution and Bylaws.&nbs= p; The Council shall plan prayerfully for the future of the Church, sha= ll arbitrate any inter-organizational differences, and shall propose any Church-wide policy or procedural changes for consideration at Congregational meetings.

2. = Shall hear concerns from all staff members regarding their employment where other avenues of communication are deemed ineffective.

3. = No person shall represent more than one group on the Church Council or have mo= re than one vote. Members of Cou= ncil, excluding the Pastor, shall appoint alternates to represent them in the eve= nt they are not able to attend any meeting.

4. = The Moderator shall collect written committee reports and shall have copies and= a meeting agenda prepared for each representative prior to each Council meeti= ng.

5. Council shall meet at least monthly, except for the months of July and August.=

6. Council meetings shall be called by the Moderator or by the Clerk at the request of three or more Church Council members.

7. = Only the Moderator, Clerk, Treasurer and the chair of the Trustees are authorized to sign legal documents on behalf of the Church, and only upon specific direct= ion from Church Council. Moderato= r, Clerk, Treasurer and chair of the Trustees may be authorized to sign docume= nts at the direction of the Congregation in matters that require a Congregation= al vote.

8. = Council may create ad hoc committees or temporary staffing positions as deemed appropriate, but the creation of permanent officers, staff positions, or standing committees shall require Congregational approval.

9. Shall authorize expenditures from the Church funds for church purposes as from ti= me to time it deem advisable.

Meeting:

The Church Council meets at 7:00 PM every 3rd Tuesday of the month. Meetings are usual= ly held in the Church Parlor.
